On October 14, 2016, the Department of Health and Human Services (HHS) issued its final rule implementing the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA), and established the Quality Payment Program (QPP). The QPP seeks to improve Medicare by helping providers focus on care quality and the one thing that matters most — making patients healthier. The QPP also introduced major changes to how Medicare pays clinicians. Implementation of the program began in 2017.

The Quality Payment Program Year 3 is 2019. CMS listened to participants and made adjustments to assure: the program's measures and activities are meaningful; the clinician burden is minimized; care coordination is better; and clinicians have a clear way to participate in Advanced APMs.
